Annotation Norman Cigars monograph is one of the first lengthy contributions to the topic of ethnic cleansing in Bosnia and Herzegovina. By equating the practice of ethnic cleansing with genocide, he is discarding the notion that ethnic cleansing is a byproduct of an ethnic conflict. Looking behind the term, the author is examining the genocidal aspect of the war in Bosnia in a factual account based on published sources on the development of war in the former Yugoslavia. By maintaining that the genocidal policy of ethnic cleansing is well-organized, state-sponsored activity, Cigar is combating the view that ethnic cleansing is the logical outcome of conflict in ethnically mixed contexts.
